This tariff, set to take effect on December 4, targets a crucial material in the production of semiconductors and solar panels. Polysilicon, known for its ultra-pure form of silicon, plays a vital role in powering artificial intelligence systems, data centers, and solar energy solutions. China currently leads global production of this material.
The tariff plan outlines specific import prices, setting minimums at $21 per kilogram for polysilicon, $100 per kilogram for polysilicon ingots and wafers, $0.22 per watt for solar cells, and $0.38 per watt for solar modules and panels. The US administration emphasizes that these measures aim to ensure the commercial viability of domestic polysilicon production and fortify vital supply chains linked to both economic and national security.
China has expressed disapproval of this decision, accusing the US of misusing national security concerns to impose restrictions on Chinese businesses. The Chinese government warns that such protectionist measures could lead to disruptions in trade relations between the two countries. This development occurs against the backdrop of China’s robust export growth in electronics, artificial intelligence-related products, and other high-value sectors.
Currently, the United States hosts two major polysilicon production facilities operated by Hemlock Semiconductor in Michigan and Wacker Chemie in Tennessee. The new policy also provisions for potential government incentives to encourage companies to invest in domestic polysilicon and related manufacturing facilities, further supporting the US’s manufacturing sector.
